Jennifer Martin, Executive Vice President
Jennifer is responsible for the overall operation of PRU and ensures its duties and obligations to Preferred and its members are met. Jennifer possesses a Bachelor of Science degree in accounting & finance.

Kevin Meehan, Senior Vice President – Director of Trust Services
Kevin is responsible for overseeing the development, planning and management of Preferred’s outreach, engagement and service initiatives for members, prospective members, and agents. He develops and improves educational training programs and member service platforms. Additionally, in his role as Vice President, Arrowhead Programs Public Entity, Kevin assists pools throughout the country in improving their member service initiatives.

Sarah Fugate, Director of Operations
Sarah oversees the Underwriting and IT Departments and is responsible for operations and procedures throughout the office. She also facilitates excess insurance placements, actuarial assessments, and data reporting. Sarah possesses a Bachelor of Science degree in mathematics from Westminster College.

Michelle Perry, Vice President of Marketing
Michelle brings more than 10 years of experience in the insurance industry, specializing in business development, strategic partnerships, and relationship management within Florida’s public sector.
Working exclusively with public entities throughout the State of Florida, Michelle partners with agents and industry professionals to cultivate relationships, identify new business opportunities, and support municipalities, counties, school districts, special districts, and other governmental organizations.
Known for her ability to connect people and build lasting professional relationships, Michelle creates opportunities that encourage collaboration and strengthen partnerships across Florida’s public entity market. She is passionate about bringing agents, clients, and industry partners together in environments where meaningful connections are formed, ideas are shared, and everyone has the opportunity to contribute to long-term success.
Margaret E. Gross, CPCU, Director of Underwriting
Margaret is responsible for coordinating all lines of underwriting for the Preferred Governmental Insurance Trust program. She leads a team of eight underwriting professionals who handle the daily customer service requirements. Margaret has served on the Board of Directors for the Central Florida Chapter of CPCU for several years and served as its past president.

Pam Hancock, Director of Loss Control Services
Pam has worked for Public Risk Underwriters for more than 15 years. She is responsible for assisting Preferred members with their loss control needs and implementing and improving loss control services. Pam works closely with members and agents on a daily basis.
