Jennifer Martin, Executive Vice President

Jennifer is responsible for the overall operation of PRU and ensures its duties and obligations to Preferred and its members are met. Jennifer possesses a Bachelor of Science degree in accounting & finance.

Kevin Meehan, Vice President – Loss Control 

Kevin oversees the Loss Control department and implements member services initiatives. He helps develop and improve educational training programs, member service platforms, and member safety incentive programs. His ultimate responsibility is to increase member engagement with loss control to improve member loss experience and help reduce out-of-pocket costs

Sarah Fugate, Director of Operations

Sarah oversees the Underwriting and IT Departments and is responsible for operations and procedures throughout the office. She also facilitates excess insurance placements, actuarial assessments, and data reporting. Sarah possesses a Bachelor of Science degree in mathematics from Westminster College.

Kurt Heyman, Vice President – Marketing 

Kurt is responsible for initiating and successfully implementing PRU’s marketing plans and strategies. He handles agency relationships, develops marketing strategies, monitors prospect and quote activity as well as making himself available as an invaluable resource to our agent partners for technical expertise and assisting agents in presenting the Preferred program to public entities throughout Florida. Kurt possesses a Bachelor of Science and MBA in financial and marketing management from Rollins College.

Margaret E. Gross, CPCU, Director of Underwriting

Margaret is responsible for coordinating all lines of underwriting for the Preferred Governmental Insurance Trust program. She leads a team of eight underwriting professionals who handle the daily customer service requirements. Margaret has served on the Board of Directors for the Central Florida Chapter of CPCU for several years and served as its past president.

Welton Cadwell, Public Entity Specialist 

Welton is a former Lake County Commissioner of 24 years. He works closely with management to identify and foster relationships with various public entity industry groups. He also focuses on possible legislation that may affect public entities, so that we can tailor necessary coverage for emerging risks. 

Tom Cox, Pool Controller

Tom is responsible for the financial management of the Trust including meeting the financial reporting obligations to both the Board of Trustees and the State of Florida and maintaining controls over accounting operations. Tom’s experience includes auditing and financial management of public entities as well as teaching governmental and not for profit accounting topics.
